G.O.Ms.No.185 – Andhra Pradesh Pollution Control Board – Declaration as “State-Level Office” under paragraph 2(1)(l) of the Presidential Order, 2025

The Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 (hereinafter called as the Presidential Order, 2025) was issued by the President of India in S.O.5777(E), dated 15.12.2025, in supersession of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975. The Presidential Order, 2025, was republished by the Government of Andhra Pradesh in G.O.Ms.No.45, General Administration (SPF&MC) Department, dated 20.04.2026

2. Clause (l) of sub-paragraph (1) of paragraph 2 of the Presidential Order, 2025, defines a “State-Level Office or Institution” as an office or institution serving, or the jurisdiction of which extends to the State as a whole and notified as such by the State Government. Clause (d) of paragraph 14 provides that the provisions of the said Order shall not apply to any post in a State-level office or institution.

3. The Environment and Forests Department has reported that the Andhra Pradesh Pollution Control Board (APPCB) is a statutory body constituted under Section 4 of the Water (Prevention and Control of Pollution) Act, 1974 (Act No.6 of 1974), having jurisdiction extending to the State as a whole. The Board has a total sanctioned cadre strength of 289 posts in various categories and has offices at the

erstwhile District Headquarters headed by Environmental Engineers designated as Regional Officers.

4. The Environment and Forests Department has also reported that Rule 16 of G.O.Ms.No.3, Municipal Administration, Housing and Urban Development Department, dated 01.01.1979, provides that a member of a service may be required to serve anywhere and in any post borne on the cadre of such service in the Board. It has, therefore, been represented that the posts in the APPCB constitute a common State-wide cadre and that personnel are liable for deployment across the offices of the Board throughout the State, based on administrative and technical requirements.

5. The Environment and Forests Department has requested that the APPCB be declared as a State-Level Office under the Presidential Order, 2025.

6. Government, after careful examination of the proposal of the Environment and Forests Department, have decided to notify the Andhra Pradesh Pollution Control Board as a State-Level Office under paragraph 2(1)(l) of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025.

7. Accordingly, the following Notification shall be published in an Extra- ordinary issue of the Andhra Pradesh Gazette:

NOTIFICATION

In pursuance of clause (l) of sub-paragraph (1) of Paragraph 2 of the Andhra

Pradesh Public Employment (Organisation of Local Cadres and Regulation of

Direct Recruitment) Order, 2025, the Government of Andhra Pradesh hereby

notify the Andhra Pradesh Pollution Control Board (APPCB) as a “State-Level

Office” for the purposes of the said Order.

The notification shall be subject to the following conditions: -

(i) The declaration of the Andhra Pradesh Pollution Control Board as a

State-Level Office shall not, by itself, entail any additional financial

commitment.

(ii) The existing common State-wide cadre structure of the Andhra

Pradesh Pollution Control Board shall continue to be governed by the

relevant statutory provisions, service rules and Government orders in

force.

(iii) The posts in the Andhra Pradesh Pollution Control Board shall

continue to be filled in accordance with the applicable recruitment

rules, service rules, reservation policy and other Government orders in

force.
