Order
In the Government Order 1st read above, regular teaching posts were sanctioned at school level for the 355 Model Schools in the undivided State. After bifurcation, 163 AP Model Schools were allotted to the residual State of Andhra Pradesh with 163 Principal, 1,956 Post Graduate Teacher and 1,141 Trained Graduate Teacher posts, totalling 3,260 posts. In the Government Order 2nd read above, orders were issued for sustaining/continuing the said teaching posts by suppressing 4,764 surplus Secondary Grade Teacher posts.
2. In the reference 4th read above, the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 (hereinafter referred to as the "Presidential Order, 2025") was published in the Gazette of India, Extraordinary, Part II, Section 3(ii), dated 15.12.2025. The said Order came into force with effect from 15.12.2025, superseding the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975. In the reference 5th read above, Government republished the Presidential Order, 2025 in the Andhra Pradesh Gazette for information and strict compliance by all Departments and authorities concerned.
3. In the Government Order 6th read above, instructions were issued for organisation of classes of civil posts under the State into different local cadres for different parts of the State under Paragraph 3 of the Presidential Order, 2025. In the Government Order 9th read above, the General Administration (SPF&MC) Department issued orders organising the posts in AP Model Schools into Contiguous District, Zonal and Multi-Zonal cadres, with Trained Graduate Teacher posts in Contiguous District cadre, Post Graduate Teacher posts in Zonal cadre and Principal posts in Multi-Zonal cadre.
4. Consequent upon the organisation of the posts into local cadres, it becomes necessary to determine the cadre strength and working strength for each category and distribute the same among the respective local cadres. Guidelines were issued vide the Government Order 7th read above for determination and distribution of cadre strength and working strength of categories of posts organised into local cadres under the Presidential Order, 2025.
5. Para 15 of the Government Order 7th read above prescribes the norms for determination and distribution of working strength. The working strength for this purpose shall include employees who are on deputation, leave, training, under suspension, etc. Employees on foreign service shall also be reckoned as part of the working strength for the limited purpose of allocation among the local cadres.
6. In the reference 10th read above, the School Education Department has submitted a proposal for determination and distribution of the total cadre strength and working strength of regular teaching posts of AP Model Schools Society among Contiguous District, Zonal and Multi-Zonal cadres. The proposal comprises 17 category/subject-wise entries under the three teaching categories with total cadre strength of 3,260 posts and working strength of 2,901.
7. In the reference 11th read above, the Director of School Education has furnished revised particulars of the distribution of Principal posts between the Multi-Zones and requested to make necessary changes to the Cadre Strength and Working Strength of Principals.
8. Accordingly, Government, after careful examination, hereby determines and distributes the total cadre strength and working strength in the regular teaching categories of AP Model Schools Society among Contiguous District, Zonal and Multi-Zonal cadres under the Presidential Order, 2025 as detailed in the following Annexures:

9. Persons on deputation/foreign service shall be allotted to the local cadre after obtaining their options as per the procedure prescribed in the Appendix to the Government Order 8th read above, and Orders of Allotment (OOA) shall be issued and communicated to them. However, on their allotment, they shall not be transferred from the present place of working, and the existing terms of deputation/foreign service shall continue. The appointing authority shall issue Orders of Transfer (OOT) to the persons working against regular posts who are allotted to a local cadre other than the one in which they are presently working, except persons on deputation/foreign service.
10. The School Education Department and the Director of School Education, A.P., are requested to take further necessary action in respect of AP Model Schools Society as per the orders issued from time to time by the General Administration Department, based on the Presidential Order, 2025.
11. The Director of Treasuries and Accounts, A.P., and the Chief Executive Officer, APCFSS, are instructed to effect the required changes in CFMS and Nidhi payroll accordingly.
