G.O.Rt.No.1334 – Presidential Order, 2025 – Nodal Officers in Secretariat, HoDs & District Heads for implementation & coordination – Appointment

General Administration (SPF&MC) Department - Andhra Pradesh Public Employment (Organisation of Local Cadres & Regulation of Direct Recruitment) Order, 2025 - Nodal Officers in Secretariat, HoDs & District Heads for implementation & coordination - Appointment - Orders - Issued.

Order
The State Government has to organise the classes of posts in civil services and civil posts into different local cadres in accordance with the provisions of the Andhra Pradesh Public Employment (Organisation of Local Cadres & Regulation of Direct Recruitment) Order, 2025 (hereinafter referred to in short as the Presidential Order, 2025) duly following the instructions in the reference 3rd cited.
2. To give effect to the same, a series of activities are to be undertaken viz. organization of civil posts into revised local cadres, distribution of posts, working strength & personnel between erstwhile & newly constituted local areas, review & adjustment of appointments & promotions made on or after 15.12.2025, opening of rosters & preparation of seniority lists for the new units, transfer of records, notification of State-level Institutions, etc.
3. There is a need for an institutional mechanism to facilitate a uniform approach in the above activities, coordination, capacity building, review of progress, issue resolution, etc. Accordingly, vide G.O.2nd cited, instructions issued to all the Special Chief Secretary /Principal Secretaries/Secretaries to the Government, Heads of Departments & District Collectors are requested to issue orders appointing the Nodal Officers and send the details to the Government. The details so obtained for taking further action.
4. Government, after careful examination of the matter, hereby notify the appointments the Nodal Officer (Presidential Order, 2025) in each Secretariat Department, Head of Departments (HoD) and Districts to discharge the role and responsibilities, as specified in this order.
(a) Nodal Officer (PO 2025) Secretariat.
(i) Furnish proposals to G.A.(SPF&MC) Department, after obtaining the approval
of the Secretary to Government, relating to notification of State-level Institutions,
State Offices, Special Offices, and Establishments under the administrative control of the Department.
(ii) Furnish proposals to the Chief Secretary to Government, through the G.A, (SPF&MC) Department, after obtaining the approval of the Secretary to Government, for organization of posts as per the instructions issued in G.O.Ms.No.54, General Administration (SPF & MC) Department, dated: 14.05.2026 for all categories of posts covered in Special Service Rules (both Gazetted & Non-Gazetted), the General Service Rules and other posts.
(iii) Implement instructions issued by the G.A.(SPF&MC) Department & Finance Department relating to distribution of posts & working strength, preparation of list of the employees along with seniority and other details, option filing, allocation, issue of transfer orders and joining of employees to the new units.
(iv) Obtain the list & convene meetings of the Advisory Committee for allotment of persons to Multi-Zonal cadres in coordination with the HoDs.
(v) Ensure opening of reservation rosters in the new units for all categories of posts, separately for direct recruitments & promotion, as per the rules.
(vi) Ensure preparation & finalization of seniority lists in the new units for all categories of posts, as per the rules.
(vii)Process proposals for amending the Service Rules of the Department arising out of organisation of posts in terms of the Presidential Order, 2025.
(viii)Ensure transfer of service records, personal files, disciplinary proceedings records of Vigilance, ACB, CID, Departmental or any other investigations, pertaining to employees allotted to the new units, by coordinating with the HoDs & District Heads concerned.
(ix) Issue of indents to the APPSC for direct recruitments.
(x) Coordinate with HoDs & District Heads for effective implementation of the Presidential Order, 2025, and the instructions issued thereunder from time to time.
(xi) Follow all instructions issued by G.A.(SPF&MC) Department/Finance Department & furnish information, reports, data, etc., sought from time to time.
(b) Nodal Officers(PO 2025) HoD.
(i) Render necessary assistance to Nodal Officer (Presidential Order, 2025) Secretariat, in the implementation of the various provisions of the Presidential Order, 2025.
(ii) Furnish draft proposals to Government for organization of posts as per the instructions issued in G.O.Ms.No.54, General Administration (SPF & MC)
Department, dated:14.05.2026 for all categories of posts covered in Special Service Rules (both Gazetted & Non-Gazetted), the General Service Rules and other posts.
(iii) Implement instructions issued by the G.A.(SPF&MC) Department & Finance Department relating to distribution of posts & working strength, preparation of list of the employees along with seniority and other details, option filing, allocation, issue of transfer orders and joining of employees to the new units.
(iv) Prepare category-wise lists of all employees, belonging to Multi-Zonal Cadres, verify the particulars thereof, and furnish the same to the Government.
(v) Prepare category-wise lists of all employees belonging to Zonal Cadres, verify the particulars thereof, and finalize the same with the approval of the HoD concerned.
(vi) Ensure preparation of category-wise lists of all employees belonging to District Cadres, by the District Heads.
(vii) Oversee opening of reservation rosters in the new units for all categories of posts, separately for direct recruitments & promotion, as per the rules.
(viii) Ensure preparation & finalization of seniority lists in the new units for all categories of posts, as per the rules.
(ix) Furnish proposals to Government for amending the Service Rules of the Department arising out of organisation of posts in terms of the Presidential Order, 2025.
(x) Ensure transfer of service records, personal files & all records including disciplinary proceedings records of Vigilance, ACB, CID, Departmental or any other investigations, pertaining to employees allotted to the newly constituted units under Paragraph 4 of the Presidential Order, 2025, to the respective offices to which such employees are allotted.
(xi) Issue consequential orders relating to the revised territorial jurisdiction of offices and local cadres in accordance with the provisions of the Presidential Order, 2025, upon completion of the organization of local cadres in the District, contiguous Districts, Zones, contiguous Zones, and Multi-Zones.
(xii) Prepare the indents to the APPSC for direct recruitments and furnish to Government.
(c) Nodal Officers(PO 2025) District Head.
(i) The Nodal Officer(Presidential Order 2025) District Head, shall be appointed for each district unit of the Department by the Secretary to Government concerned based on proposal submitted by each HoDs.
(ii) The Nodal Officer (Presidential Order 2025) District Head, shall undertake mutatis mutandis, all the activities mentioned in this order, as relevant.
5. The Nodal Officers (Presidential Order, 2025) shall undertake such other tasks and responsibilities as may be entrusted by the Government, from time to time for the effective implementation of the provisions of the Presidential Order, 2025 and matters incidental thereto.
6. All the Special Secretaries/ Principal Secretaries/ Secretaries/Ex-officio Secretaries to Government, Head of Departments, Heads of District Units and the Nodal Officers (Presidential Order, 2025) concerned shall take necessary action for implementation of this order.
7. Any change in the Nodal Officer shall be intimated to the GA(SPF&MC)Department.
