G.O.Ms.No.182 – Organisation of local cadres under the Department of Police relating to Andhra Pradesh Police (Special Police Battalions) – Paragraph 3(7) of the Presidential Order, 2025

Whereas, in the reference first read above, the Government of India, Ministry of Home Affairs, New Delhi vide Notification No. 3/1/74-Poll (K), dated 18.10.1975, published the Andhra Pradesh Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 1975 in the Gazette of India. The said Order was republished in the Andhra Pradesh Gazette vide G.O.Ms.No.674, General Administration (SPF) Department, dated 20.10.1975.

2. Whereas, in the reference second read above, the Government of India, Ministry of Home Affairs, New Delhi vide S.O. No. 5777(E), has published the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 in the Gazette of India, in supersession of the orders issued in the reference first read above, and the same has come into force with effect from 15.12.2025.

3. And whereas, in pursuance of the orders issued in the reference second read above, the Government has republished the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 in

the Andhra Pradesh Gazette (herein after referred to as “The Presidential Order, 2025”); accordingly, all the Departments and authorities shall comply with and follow the provisions of the said Order.

Whereas, as per paragraph 3 of the Presidential Order, 2025, the State Government is required to organize classes of posts in the civil services and civil posts under the State into different local cadres for different parts of the State in each Department and whereas, Paragraph 14 of the Presidential Order,2025, provides that the provisions of the Order shall not apply to any post in: (i) the Andhra Pradesh Secretariat; (ii) an office of the Head of a Department; (iii) a Special Office or establishment; (iv) a State-level office or institution; and (v) police post in Commissionerate located in the Capital area and therefore, such posts are not organized into local cadres.

5. In the reference fourth read above, proposals were called for from all Departments of Andhra Pradesh Secretariat for organization of posts into District, Zonal and Multi-Zonal cadres etc in terms of paragraph 3 of the Presidential Order, 2025.

6. And whereas, in the reference fifth read above, the Home Department has submitted proposals for declaring certain posts belonging to the Non-Gazetted categories under sub-paragraph 7 of paragraph 3 of the Presidential Order, 2025.

7. Government, after careful examination of the proposal and material placed before it consider that it would not be practicable/expedient to organize the certain category of Non-Gazetted category of posts as local cadres, under the Department of Police relating to Andhra Pradesh Police(Special Police Battalions) and decided to declare such posts under paragraph 3(7) of the Presidential Order, 2025. Accordingly, the following Notification will be published in the Andhra Pradesh Gazette:

NOTIFICATION

In exercise of the powers conferred under sub-para (7) of

paragraph 3 of the Andhra Pradesh Public Employment (Organisation of

Local Cadres and Regulation of Direct Recruitment) Order, 2025, the

State Government declares that it would not be practicable/expedient to

organize the category of posts as local cadres specified in the table below

and accordingly declare to this effect under the said paragraph in respect

of the Non-gazetted categories of posts in Department of Police relating

to Andhra Pradesh Police(Special Police Battalions) :-

Name of the A.P. Secretariat Department: Home Department.

Name of the Head of the Department: Department of Police relating

to Andhra Pradesh Police (Special Police Battalions)

8. Consequent to the above notification, the Government hereby order that the posts specified above shall continue to be as District cadre/Contiguous District on administrative necessities for the purpose of unit of appointment, recruitment, discharge, seniority, promotion, transfer and other service matters as per the service rules governing the said posts as specified. However, the extent of reservation to the local candidates in the matter of direct recruitment to the posts to be filled by direct recruitment shall be as specified in the Presidential Order, 2025. Members of the above service shall be liable to serve in any part of the State of Andhra Pradesh or when so ordered by the State Government in any part of India, Outside the State.

9. The Department shall take necessary action to amend the relevant service rules and readjust the territorial jurisdictions, wherever required, in accordance with these orders.

10. The Principal Secretary to Government, Home Department shall take necessary immediate action in the matter accordingly.
