Order
In the reference 4th read above, the Government of India notified the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025, providing for organisation of local cadres and regulation of direct recruitment in the State.
2. Consequent upon implementation of the Presidential Order, 2025 and reorganisation of the local cadres in the Commissionerate of Tribal Welfare, Government have determined and distributed the cadre strength of various posts
among the District, Contiguous District, Zone, Contiguous Zone and Multi-Zone cadres vide the orders issued in the references cited above.
3. Consequent upon the above reorganisation and for ensuring effective administrative and financial functioning of the Tribal Welfare Department in the newly constituted districts, it has become necessary to designate the competent District Tribal Welfare/Tribal Development Offices as District Heads for their respective districts.
4. In the reference 12th read above, Deputy Director Tribal Welfare, Paderu, ASR district has been nominated as the District Head & Nodal Officer for the newly formed Alluri Sitharama Raju (ASR) District for operation of rosters, carry-forward of vacancies, reservation to local candidates in direct recruitment and promotions, consequent upon the organization of posts into various local cadres in terms of the provisions of the Presidential Order, 2025, until further orders.
5. After carefully examination of the matter, Government hereby designate the following offices as the District Tribal Welfare Office /District Scheduled Tribe Welfare & Empowerment Offices in the 26 districts as the District Heads for their respective districts, with the corresponding DDO Codes shown against each:

6. The District Heads so designated shall exercise such administrative and financial powers as are admissible under the existing rules, Government orders and instructions issued from time to time, subject to the prescribed limits and conditions.
7. The Commissioner of Tribal Welfare, Andhra Pradesh, Vijayawada, shall take necessary further action for implementation of these orders and ensure that the concerned offices function in accordance with the local cadre structure organised under the Presidential Order, 2025.
8. The designation ordered above shall be subject to the provisions of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025, and other relevant rules and Government orders in force from time to time.
9. This order issues with the concurrence of the Finance Department vide U.O.No. FIN01-HR0PDPP(RRD)/41/2026-HR-II (3344647).
